Designed this bracket for a shed lamp in #FreeCAD. It swivels two ways.
The Assembly Workbench was a huge help. I also modeled a rough shape of the mounting beam and the lamp itself to figure out the minimum clearance needed so everything moves freely and there's enough room for the cable.

I don't do #electronics very often. When I only need a one-off, I don't bother designing a PCB. I just use a perfboard and some tiny wires.
I've got a bag of these wires, and they are great. I think the insulation is Teflon and they don't shrink when you solder them.
