I woke this morning with a simple, and it turns out, effective solution to the Belt Clock tensioning issue. A simple pivoting lever arm with a small weight at the end solved the problem.
It was so effective I did the same for the Hour wheel. There I didn't even need a weight, since only a single belt needs to kept under mild tension.

I chose a 47 tooth pinion for the GT2 belt.
